Meta Location Fees
A 2–5% surcharge Meta adds to ads delivered in six countries from July 1, 2026, billed on the invoice and never shown in Ads Manager reporting.
Your July 2026 Meta invoice arrives higher than the spend Ads Manager reported for the same month. The difference is a new charge, broken out by country, that never appears anywhere in the reporting interface.
That charge is a location fee. From 1 July 2026, Meta adds a surcharge on ads delivered to people in six jurisdictions: 2% in the UK, 3% in France, Italy and Spain, and 5% in Austria and Türkiye, documented in the rollout guidance for DTC brands. The fee recovers the Digital Services Taxes those governments levy on Meta. Meta absorbed those costs until now.
Where the fee lands, and where it hides
The fee follows delivery, not billing. It applies to the share of impressions served to people inside the six countries, whatever country the advertiser sits in. A US brand selling into Britain pays the UK fee on its British impressions.
It sits on top of the budget rather than coming out of it. A £50,000 monthly UK budget still buys £50,000 of delivery; the 2% fee adds £1,000 on top, or £12,000 across a year.
The fee never enters Ads Manager. Spend, CPA and ROAS in the interface stay exactly as before, and the charge surfaces only on the invoice and in the billing hub, itemised by jurisdiction, per one advertiser breakdown of the rollout. Any ROAS or MER figure read from the reporting screen now understates true cost by up to 5% on the affected markets.
That gap moves the break-even ROAS an account actually needs. A break-even target calculated from Ads Manager spend in France is short by the 3% the screen leaves out.
The exposure is uneven, even inside one account
Our Place runs its Meta account across five country domains. 125 ads (24.9%) deliver to the UK and 26 (5.2%) to France, in the Our Place Meta teardown. Both are fee jurisdictions, so close to a third of that ad set now carries a surcharge the account view will not display.
Fresh Clean Threads sits on the other side of it. Its Meta delivery is kept to the US and Canada, which fall outside the fee entirely. The same brand’s Google account already delivers into Spain, Italy, France and Austria, where Google’s own regulatory surcharges have applied for years.
Google has charged this since 2020, at rates that don’t line up
Google reached here first. Its UK DST fee started 1 November 2020 at 2%, listed on Google’s jurisdiction-surcharge page. Meta adopts the same 2% nearly six years later.
The rates diverge past the UK. Google charges 2% in France and 2.5% in Italy; Meta charges 3% in both. A brand running both platforms into France pays two different pass-through rates for one Digital Services Tax.
